In 1985, Shelley joined MicroProse, a video game developer and publisher founded by Sid Meier. At MicroProse, Shelley worked closely with Meier, co-designing several successful games including Civilization and Railroad Tycoon. These games are considered classics in the strategy game genre and have had a significant impact on the development of subsequent games in the genre.
In 1995, Shelley co-founded Ensemble Studios with Tony Goodman. At Ensemble Studios, he served as the lead designer for the Age of Empires series, one of the most successful real-time strategy game series of all time.
