All-Russian Central Executive Committee
History
The All-Russian Central Executive Committee (RSFSR) was the highest legislative, administrative, and revising body of the RSFSR from 1917 until 1937. It was formed in the aftermath of the Russian Revolution, a period of political and social revolution across the territory of the Russian Empire, which ended centuries of Romanov rule.
The All-Russian Central Executive Committee was the legislative power in the country, responsible for the adoption of laws. It was also the revising body, responsible for amending the Constitution of the RSFSR. The Committee was elected by the All-Russian Congress of Soviets, which was the supreme governing body of the RSFSR until the creation of the All-Russian Central Executive Committee.
Structure and Function
The All-Russian Central Executive Committee consisted of executive and legislative branches. The executive branch was represented by the Council of People's Commissars, which was the highest executive and administrative body of the RSFSR. The legislative branch was represented by the Central Executive Committee itself.
The All-Russian Central Executive Committee was responsible for the general administration of the affairs of the RSFSR. It was in charge of implementing the decisions of the All-Russian Congress of Soviets and the enforcement of the laws in the RSFSR.
Role in the Soviet Government
As the highest body of state authority in the RSFSR, the All-Russian Central Executive Committee played a crucial role in the Soviet government. It was responsible for the overall direction of the Soviet state and had the power to interpret and apply the laws of the RSFSR.
The All-Russian Central Executive Committee was also responsible for the appointment of the members of the Council of People's Commissars, the highest executive and administrative body of the RSFSR. The Committee had the power to approve the decisions of the Council of People's Commissars and to supervise their activities.
Dissolution and Legacy
The All-Russian Central Executive Committee was dissolved in 1937, following the adoption of the new Constitution of the RSFSR. Its functions were transferred to the Supreme Soviet of the RSFSR, which became the new highest legislative, administrative, and revising body of the RSFSR.
Despite its dissolution, the All-Russian Central Executive Committee left a significant legacy. It played a crucial role in the establishment of the Soviet state and the implementation of the Soviet policies. Its structure and functions served as a model for other Soviet republics and influenced the development of the Soviet state system.
